An example of really bad ROI

A few years back, I was working for an energy company. When I started, they were investing a lot in making the company and the department more agile. There was a full time Agile Coach available. He was assisting development teams in Scrum, and project management teams in Kanban. He did an excellent job. I learned a lot from him. After I completed my mission, I found other opportunities and left the company.

A few years later I was contacted by that same company to do a small makeover of an application I created back then. During my absence they hired a freelance project manager, with no experience in Kanban or Scrum, or anything Agile related. Even worse, in our first meeting she mentioned she did not want to hear about Agile. She just did not like it, and was not even willing to try. We would do it her way, and believe me, it did not go well. But ...

Can someone, please, explain to me why a company would invest all that time and money in educating and training their employees, and then hire someone who - simply put - completely rejects it.
